As synthetic biology develops into a promising science and engineering field, we need to have clear ideas and priorities regarding its safety, security, ethical and public dialogue implications. Based on an extensive literature search, interviews with scientists, social scientists, a 4 week long public e-forum, and consultation with several stakeholders from science, industry and civil society organisations, we compiled a list of priority topics regarding societal issues of synthetic biology for the years ahead. The points presented here are intended to (...) encourage all stakeholders to engage in the prioritisation of these issues and to participate in a continuous dialogue, with the ultimate goal of providing a basis for a multi-stakeholder governance in synthetic biology. Here we show possible ways to solve the challenges to synthetic biology in the field of safety, security, ethics and the science-public interface. (shrink)

As part of the SYNBIOSAFE project, we carried out an open electronic conference (e-conference), with the aim to stimulate an open debate on the societal issues of synthetic biology in a proactive way. The e-conference attracted 124 registered participants from 23 different countries and different professional backgrounds, who wrote 182 contributions in six different categories: (I) Ethics; (II) Safety; (III) Security; (IV) IPR; (V) Governance and regulation; (VI) and Public perception. In this paper we discuss the main arguments brought up (...) during the e-conference and provide our conclusions about how the community thinks, and thinks differently on the societal impact of synthetic biology. Finally we conclude that there is a chance for an open discourse on the societal issues of synthetic biology happening, and that the rules to govern such a discourse might be set up much easier and be respected more readily than many would suggest. The idea that deep brain stimulation (DBS) induces changes to personality, identity, agency, authenticity, autonomy and self (PIAAAS) is so deeply entrenched within neuroethics discourses that it has become an unchallenged narrative. In this article, we critically assess evidence about putative effects of DBS on PIAAAS. We conducted a literature review of more than 1535 articles to investigate the prevalence of scientific evidence regarding these potential DBS-induced changes. While we observed an increase in the number of publications in theoretical neuroethics (...) that mention putative DBS-induced changes to patients’ postoperative PIAAAS, we found a critical lack of primary empirical studies corroborating these claims. Our findings strongly suggest that the theoretical neuroethics debate on putative effects of DBS relies on very limited empirical evidence and is, instead, reliant on unsubstantiated speculative assumptions probablyin lieuof robust evidence. As such, this may reflect the likelihood of a speculative neuroethics bubble that may need to be deflated. Nevertheless, despite the low number of first-hand primary studies and large number of marginal and single case reports, potential postoperative DBS changes experienced by patients remain a critical ethical concern. We recommend further empirical research in order to enhance theoretical neuroethics work in the area. In particular, we call for the development of better instruments capable of capturing potential postoperative variations of PIAAAS. (shrink)

This article aims to explore representation of the content knowledge of historical Malay manuscripts by extracting the event features using an event ontology framework. The manuscript used during the testing is Sulalatus Salatin (Sejarah Melayu ) by Abdul Ahmad Samad and it was published at University of Malaya Digital Library database. In aligning to a domain-specific ontology, the Simple Event Model (SEM) model is adopted and an event-based ontology for historical Malay manuscripts is designed. Information extraction approach is done manually (...) to extract events from the manuscript and mapped into Protégé editor. Competency questions were constructed and submitted to the Protégé editor using SPARQL to check the ontology capability of providing answers as well as to examine its correctness. Event-based ontology model assists in discovering and representing the content knowledge of historical Malay manuscripts and supports organisation of knowledge. All the main concepts are extracted from selected Malay manuscript and 17 concepts used to develop the event-based ontology model. The knowledge was verified by three domain experts in Malay manuscript. In the findings, the interrater reliability for Event and Actor instances is 84%, which means 16% of instances and its type are incorrect and need amendment. For Place, interrater reliability is 95% and 99% for Role. Meanwhile, the experts achieved 100% agreement for Time. In addition, the experts agreed that the concepts, properties and instances for Malay Manuscript Ontology and complied with the criteria of consistency, completeness, conciseness, expandability and ease of use. The development of the event-based model of an ontology-based system with a high level of semantic granularity reflects the various cultural riches and intellectual aspect stored in Malay manuscripts. This will enable systematic research of the knowledge embedded in the manuscripts and make it widely and easily accessible by everyone. (shrink)

It is generally accepted among Marxists that the laws of materialist dialectics represent a great, scientifically significant achievement for human knowledge, and that they develop as cognition advances. It is also generally accepted that, under new conditions - for example, in a fundamentally new phase in the development of human society such as is presented by socialism - the objective laws of dialectics acquire distinctive new characteristics, are altered, modified. But is it proper to speak of change or evolution of (...) the laws of objective dialectics? Two different viewpoints on this matter were clearly present at the USSR Symposium in April 1965. (shrink)
